Objectives of the Programme:

The Immunization Preventable Disease Programme of WHO Nepal (WHO-IPD) has been providing continuous technical assistance to the Government of Nepal (GON) mainly in areas of vaccine preventable disease (VPD) surveillance and immunization including various supplementary immunization activities, for more than 25 years. WHO-IPD operates nationwide through 10 field offices managed by a central coordinating office. WHO-IPD has also provided technical assistance in informing immunization policy through operational research and has provided pivotal support to the National Immunization Programme (NIP) of Nepal in achieving polio free status and eliminating neonatal tetanus and in controlling measles, rubella, diphtheria, hepatitis-B, Rota virus, Japanese encephalitis and other VPDs. WHO-IPD has also provided technical support in introduction of new and underutilized vaccines such as rota virus vaccine and TCV. The government of Nepal also plans to introduce HPV Vaccine in routine immunization in the coming year.

Measles and Rubella (MR) Elimination is the regional flagship program of WHO South-East Asia (SEA) Region. Recently the target date for MR elimination has been revised from 2023 to 2026 based on regional consultation of the WHO SEA Region. Nepal has demonstrated full commitment on MR elimination goal by 2026. NIP has been advocating with all levels of government and key stakeholders to accelerate MR elimination activities. As per MR Elimination Roadmap and to accelerate progress towards MR elimination, Nepal plans to conduct a nationwide MR campaign in early 2024. Differentiated strategies will be implemented in 24 high risk district (21 districts from Terai region and Kathmandu Valley) in recognition of immunity gaps and clusters of un and under-immunized children. The MR campaign will be complemented across the country by catch-up vaccination (multi-antigen campaign) with DTP-HepB-Hib, PCV and IPV (based on availability) to integrate un- and under-vaccinated children into the routine system and generate the demand for a full course of vaccines.

Purpose of the position

The Data Assistant will support to capture data, assess data quality, tool development, analyze available programme data for evidence-based decision making in MR/IPV/HPV vaccination campaigns.

Description of Duties:

Under the overall guidance of WHO Representative to Nepal, Medical Officer and Team Lead IPD, direct supervision of the Data Cluster Lead and in close coordination with all clusters of WHO-IPD, Data Assistant performs following functions:

1.Provide support for overall management of MR, IPV and HPV campaign data.

  • Provide support in design and development of tools including readiness assessment tools, tracking sheet of vaccination campaign activities, vaccines, and logistics supply.
  • Support in design and development of dashboard and perform necessary analysis and visualization.
  • Provide onsite coaching and mentoring of field supervisors and data collectors/independent monitors if needed
  • Provide technical support in preparation and update of daily vaccination coverage and vaccination campaign bulletin.

2.Monitor and analyze vaccination campaign data on a regular basis

  •  Review the campaign coverage data at regular intervals for potential errors, including inconsistencies, odd results etc.
  • Provide support in orientation and trainings on data collection tools to supervisors and enumerators including training of independent monitors for Rapid Convenience Monitoring during vaccination campaign.
  • Provide support in collecting, analysis and reporting and monitoring of vaccination campaign coverage.
  • Provide support in collecting, analysis and reporting and monitoring of un and under-immunized children vaccinated during the vaccination campaign.
  • Provide support in development of feedback report to sub-national level for improvement in data quality and reporting

3.Liaison and Coordination

  • Develop and maintain close working relationships with Family Welfare Division, Management Division, relevant government authorities at all levels, SMOs, and Immunization Campaign Officers at field offices, WHO-IPD central units to support the MR/IPV/HPV campaign.

4. Submit periodic activity report and detailed achievement report on end of assignment.

5. Perform other relevant duties as assigned by the supervisors. This includes duty travel or duty-station reassignment on short notice as per the program requirements.

Qualification:

Essential: Bachelor’s degree or higher in statistics, public health and/or biostatistics, information technology and related field.

Experience:

1.Technical support for MR campaign and HPV campaign planning, preparedness, implementation, and follow-up.

  • Provide technical support in development of vaccination campaign program guideline, communication materials, education, and training materials, etc
  • Provide support and facilitate meetings related to MR and HPV vaccination campaign at federal and province levels (Technical Working Group, Interagency Coordination Committee, national Immunization Committees, Immunization Coordination Committees etc).
  • Development of required readiness assessment checklists/tracking sheet/Gantt chart for pre-campaign assessment (trainings, vaccines, logistics & IEC materials distribution) and dashboard to monitor the readiness of sub-national level for the conduction of campaign
  • Development of required recording and reporting forms and formats.
  • Facilitate Federal and Provincial Level Training of Trainers (ToT) on MR and HPV vaccination campaign, micro-planning, and mapping of high-risk areas to provincial/district immunization teams.
  •  Support in monitoring through development of monitoring plan with prioritization of high-risk areas and deployment of monitors (IPD main office, SMOs, TAs & Committee members)

In addition, WHO-IPD has also supported the government in various emergency responses including the 2015 earthquake and COVID-19 surveillance and response. WHO-IPD operates through a nationwide network of 15 surveillance medical officers working through 10 field offices managed by a central coordinating office.

WHO-IPD has provides technical assistance in informing immunization policy through operational research and has provided pivotal support to the National Immunization Programme (NIP) of Nepal in achieving polio free status and sustain neonatal tetanus elimination and in controlling measles, rubella, diphtheria, hepatitis-B, Rota virus, Japanese encephalitis and other VPDs. WHO-IPD provides technical support for routine immunization, new vaccine introduction, surveillance for priority vaccine preventable diseases such as polio, MR, NNT, JE and sentinel surveillance such as rotavirus and IBD. Who-IPD also provides technical support for different expert committees of the National Immunization Program such as National Immunization Advisory Committee (NIAC), National Adverse Event Following Immunization Investigation Committee (AEFI-IC), Inter-agency Coordination Committee (ICC), National Verification Committee for Measles and Rubella Elimination (NVCRME), National Certification Committee for Polio Eradication (NCCPE) etc. WHO-IPD has provided continuous technical support in vaccine safety and Adverse Event Following Immunization (AEFI) surveillance throughout the country at national and sub-national level. The technical support for vaccine safety and AEFI surveillance will be extended to MR campaign and HPV vaccine introduction in 2024 while continuing for RI and COVID-19 vaccination.

Purpose of the position

The Vaccine Safety and Research Officer will provide technical assistance for routine immunization, COVID-19 Vaccination, and other vaccination campaigns (MR and HPV) vaccine safety and AEFI surveillance.

Description of Duties:

Under the overall guidance of WHO Representative to Nepal, Medical Officer and Team Lead IPD, direct supervision of the Immunization Cluster Lead and in close coordination with New Vaccines Officer and all clusters of WHO-IPD, the Vaccine Safety and Research Officer performs following functions:

  • In close coordination with Family Welfare Division (FWD) and National AEFI Investigation Committee, provide technical support in AEFI surveillance at national and sub-national levels.
  • In close coordination with Provincial AEFI Investigation team and Surveillance Medical Officer, ensure all the AEFI cases are timely reported and investigated, and technical reports are submitted
  • Provide technical support to the National AEFI Investigation Committee of the National Immunization Program in conducting causality assessments of all reported serious AEFI cases.
  •  Provide technical assistance to Family Welfare Division for causality assessment final report preparation and feedback to concerned provinces and districts.
  • Coordinate with Family Welfare Division and Department of Drug Administration (DDA) for reporting of serious AEFI case in Global AEFI surveillance database
  • Provide technical support in updating and finalization of AEFI guideline and relevant training materials for national and sub-national level training and orientation on vaccine safety and AEFI surveillance.

Experience:
