Position

Based in the Kathmandu office, the Team Leader will provide inspirational, strategic, technical and managerial oversight of the Samartha programme. They will need to be a strong, proactive leader, sensitive to the experience of Samartha’s technical teams and have the ability to engage and build strong collaboration across a large team of experienced technical staff. They will be a self-starter and be able to take initiative to push the programme forward. The Team Leader will work closely with the Deputy Team Leader, regional based Senior Technical Specialist, and the Programme Management Team to provide strategic and technical oversight and management of the team, operations and client relations. The Team Leader will directly line manage the programme Senior Management Team. The Team Leader has oversight responsibility of the long-term Samartha team and short-term technical inputs. Coordinating the inputs of the team from Options and partners, they will ensure that programme objectives, outcomes, and deliverables are met and that financial, operational, and reporting requirements are in compliance with FCDO regulations and Options’ policies and processes.

Requirements

1. Programme delivery

  • Oversee development and revisions of work plans, payment deliverables, and programme logframes for approval by FCDO and the Government of Nepal.
  • Oversee the smooth implementation of the programme and ensure timely reporting to Options (senior management, programme management and technical team), FCDO and relevant government ministries.
  •  Provide technical expertise to guide delivery of the programme in line with best practice and the programme terms of reference.
  •  Oversee delivery of all programme deliverables, ensuring that deliverables are of high quality and that they are submitted to FCDO on time.
  • Quality assurance of the programme with the support from Options’ Technical Team.

2. Team leadership

  • Provide overall leadership and strategic guidance to the programme team.
  •  Act as line manager to staff as per the programme organogram.
  • Identify short term technical assistance (STTA) inputs required to deliver the programme work plan and deliverable schedule and oversee the development of terms of reference for all STTA in line with plans.
  •  Oversee management of all STTA.
  •  Oversee the hiring and inductions of new staff.
  • Work with the Programme Manager to ensure that a tracking system for technical assistance (TA) is established, to monitor the progress and impact of the TA.
  •  Represent and promote the programme’s vision and results in high level policy and advocacy forums such as conferences and international platforms.
  •  Support leveraging of additional resources for the programme and areas of work.

3. Client and government relations

  •  Liaise and maintain positive relations with FCDO Nepal.
  • Serve as the key point of contact for Government of Nepal, FCDO and other sector stakeholders.
  •  Ensure programme stakeholders are fully apprised of programme objectives, activities and progress.
  • Coordinate the preparation and submission of detailed quarterly and annual technical, financial and administrative reports to FCDO that demonstrate delivery and progress of the programme as a whole against the logframe, in collaboration with the Samartha Programme team.

4. Programme management oversight

  • Oversee financial management and reporting of the programme including the signing of cheques and vouchers in collaboration with the Finance and Administration Manager.
  • Work closely with the Programme Manager to regularly coordinate and update the work plan and ensure adherence to the programme budget.
  •  Trouble shoot to support the smooth implementation of the programme including timely reporting to the relevant government ministries and to FCDO
  •  Ensure adherence to Options policies and templates on:
  • Procurement of goods and services
  • Contract development and approval
  •  Reporting of programme to FCDO
  • Financial reporting and planning
  • Risk identification and management
  • All other agreed protocols.

5. Consortium management

  • Coordinate, oversee and manage inputs from consortium members.
  • Participate in consortium meetings and report on technical, managerial and policy issues and ensure that consortium members are kept up to date with programme and sector developments.

6. Security

  • Ensure security systems are effective and adhered to by all staff and consultants, in collaboration with the programme security focal point.
  • Be available to respond to emergency calls in case of security incidents. The Team Leader will be expected to carry the programme satellite phone with him/her at all times in case of emergency.

7. Safeguarding

  • Act as the regional Safeguarding Focal person.
  • To act as a champion for safeguarding within Options, seeking to improve and drive the organisational culture such that a safeguarding mindset becomes embedded.
  •  Ensure that the name and contact details of the Safeguarding Focal Point are made available so that people know how to raise a concern/where to seek advice.
  •  To act as one of a number of points of contact for concerns regarding safeguarding incidents at country and/or programmatic level, and to raise those concerns to the Director of Global Health and the Assistant HR Director.
  • To support the implementation and monitoring of the Child and Adult at Risk Safeguarding Policy.

Purpose of job

To ensure that any test administered by the British Council runs smoothly on the test day/s and that all assigned test day duties and standards are met. 

Accountabilities and responsibilities

You will be accountable for maintaining the integrity and reputation of the British Council and the various examination boards by ensuring that tests are delivered to prescribed standards for customer service, security and administration. You will also be accountable for promoting a positive image of the British Council by providing a high standard of customer care on the test day.

Responsibilities: 

  • Report promptly to test venue at agreed time. In case of any delays or if unable to get to the test venue, inform the appropriate test day or British Council Examinations Services staff in a timely manner.

  • Follow all relevant standards & procedures, based on training and reference materials provided by the British Council Examinations Services and the relevant Exam Boards. 

  • Enable good customer flow by giving candidates clear direction and answering their enquiries. 

  • Ensure that candidates follow the agreed exam procedures regarding the location and security of their belongings.

  • Conduct candidate entry, exit, identity checks and Test Day Photography procedures according to exam requirements.

  • Ensure special arrangements are provided as required.

  • Be familiar with the emergency procedures for the test day venue.

  • Invigilate examinations to the standard required by the British Council Examinations Service and the relevant Exams Boards.

  • Actively monitor candidates during tests to make sure that there is no violation of test conditions.

  • Support the supervisor to ensure that candidates have a positive and consistent test day experience and a positive image of the British Council. 

  • Ensure all material is accounted for and handed over securely to the supervisor.

  • Complete and maintain accurate records of exam assignments. Complete all reports, logs and claims accurately as required by British Council Examinations Services. 

  • Follow all relevant guidelines and policies in the areas of: Data Protection, Child Protection, Health & Safety, Equal Opportunities and Diversity, and Anti-Fraud. 

  • Report any incidents, emergencies or breaches of security to the appropriate test day supervisor. 

  • Work with the test day supervisor to promote and ensure the wellbeing of candidates at all time. In case of emergencies, follow correct procedures.

  • Additional duties in line with the role may be required.

Training and development:

  • Attend all briefing and training sessions as requested by the British Council Examinations Services Centre. 

  • Complete all mandatory training modules: Data Protection, Safeguarding, Health & Safety, Equal Opportunities and Diversity, Anti-Fraud, Identity Checks as required.

Skills

Punctual and reliable. Schedules are fixed in advance and it is essential that invigilators arrive on time to ensure the exam starts on time.

A good working knowledge of spoken and written English (minimum of B1), as well as the local language. Exam instructions are given in either English or the local language, as defined by the Exam Board. Venue staff may be required to use only English when communicating with both candidates and colleagues at exam venues.

To demonstrate level of spoken and written English, invigilators will be asked to either provide a certificate of a recognised English Language test or may be required to sit an online English language test as part of the application process.

Good attention to detail. Procedures vary for different Exam Boards and types of exams, and these must be followed with precision for each type of exam.

Customer service and people skills.  Our exam candidates include a wide range of people from different backgrounds who may be nervous on the day of their exam and need to be dealt with politely, confidently, calmly and efficiently. It is essential that our venue staff have the ability to understand and respond effectively to customer needs and deliver high quality service.

Basic computing skills. Electronic equipment and internet-based software is used to prepare and deliver examinations. It is essential that invigilators be familiar and comfortable using these tools and use the internet on a regular basis.

Age: 18 and above.

Availability: Preferred Weekends/Weekdays (Sun-Sat).

Education: Minimum criteria pursuing Bachelors degree or above. 

Other important features or requirements of the job 

(e.g. travel, unsocial/evening hours, restrictions on employment etc)

  • You will be paid on an hourly paid basis. 

  • You will be required to work on a calendar week (i.e. Sunday to Saturday), public holidays, and extended hours in the early morning or late evening. You must have the flexibility to work beyond the prior agreed work schedule.

  • Some invigilators may be required to travel, including overnight stays. During the recruitment process, you will be asked to indicate your willingness to travel. 

  • You will be required to supervise candidates through vigilant observation. The role requires long hours of standing and movement.

  • You must be able to legally work in the country of appointment.

  • British Council pre-recruitment checks will be required for shortlisted candidates, including background checks & police verification.

  • Although there may not be a prescribed uniform for your role, while carrying out your duties, you must always be dressed in line with the cultural expectations of the country you are working in and your position in accordance with your role as representing the British Council.  However, it is recommended that you wear soft comfortable shoes.  Noisy shoes and distracting jewellery are not permitted.
