Vacancy Announcement: 

Relief Nepal is a non-profit making, non-governmental, non-political, social development organization of Sindhuli district. It was established in 2008 AD with the core objective of vulnerable and marginalized people especially women, children, youth and people living with marginalized condition are empowerment and participated in decision process about the issue affecting their livelihood. It has successfully implemented Livelihood, Child Rights, WASH, Education and DRR projects in five districts.

In partnership with World Vision International Nepal (WVIN), Relief Nepal is implementing "Integrated Protection and Community Engagement Technical Programme" in Tinpatan Ward no. 4, 5, 6, 7, 8, 10, 11, Phikkal Rural Municipality- Ward no. 2, 3, 4, 5 and Golanjor Rural Municipality- Ward no. 1, 2, 3, 4, 6 of Sindhuli districts. We are looking for a qualified, competent, dynamic, Leadership and visionary qualitative candidates for the effective execution of the project at field which will be carried out in partnership with World Vision International Nepal for the following positions:

Position: Sponsorship Quality Control Officer (SQCO)

Require No: 1

Job Location: Relief Nepal Office with frequent field visit

Duration: 7 months with possibility of extension

Position Description:

The purpose of this position is to manage and control quality of all sponsorship core business processes of the AP. This position is expected to ensure sponsorship minimum programming standard, sponsorship programming tools and adherence to Sponsorship standards while implementing sponsorship activities. It requires to manage the Sponsorship Systems desktop application and data management to ensure the quality of data and efficient management of sponsorship systems. It also requires to ensure the quality control and management of correspondences and all photos and videos production in sponsorship. This is an office-based position but will involve frequent visits to the communities for monitoring of registered children and mobilisers to check the quality of sponsorship business activities. Regular and direct communication with Sponsorship Field Coordinators for sponsorship related matters would have to be done. Beside regular communication with implementing partners, this position requires to lead and supervise the work of CESP mobilisers with regards to Sponsorship Business processes. 

The incumbent strives in empowering community groups, households and institutions to address and manage the issues to sustain. The local resources are managed well to effectively run the project interventions for a longer run.  This position requires to be innovative and problem-solving skills to adapt to changes and multiple priorities. Along with this, the incumbent requires to integrate with other sectors and cross cutting themes to yield broader impact more effectively and efficiently.  

Reports to: Project Coordinator

Major responsibilities

  • Ensure that Sponsorship Operations Indicator (SOI) reports are green and plan follow up action in case of variance

  • RC records and files are well managed, scanned and stored securely

  • Support field mobilizers to conduct and produce quality periodic mailings Annual Progress Report (APR), Seasonal Greetings cards and Child Expression Worksheets. 

  • Facilitate in the processing of all special mails; Seasonal Greetings cards, Spontaneous letters, APR, introductory letters within deadline.

  • Develop child monitoring plan to ensure that all RCs are physically sighted within 90 days as required by the standard as well as all RC’s Child Wellbeing is monitored every 180 days 

  • Ensure sponsor gifts/letters are well received from respective FO/ WV National Office (NO), verify the CCF and acknowledge the shipment

  • Sorting out the mails received from Field Office/NO as per community, process in Horizon (change route code), translate into Nepali and pass to respective field mobilizers within standard turnaround time and regular follow-up with courier for timely and safe dispatch of all correspondences to and from Field Office/NO

  • Verify and file all correspondence log sheet sent to FO/ WV National Office 

  • Know correspondence standards, timeline and technical requirements and accordingly build the capacity of field mobilizers on that

  • Translations of letters as per its requirement 

  • Maintain confidentiality of address of sponsors and children, other sensitive information and make sure these are not exchange unless and without mutual agreement between World Vision Nepal and Support Office

  • Sent all reply letters (IL, EL, FL, RL and GAL) to Field Office after proper review. 

  • Ensure delivery of 100% APR/CEW and Seasonal Greeting cards on standard timeline

  • Ensure all the Digital Correspondences are processed on time in field with quality assured

  • Ensure that all the Sponsorship 2.0 products (photos and Videos) have met latest sponsorship rich media standards and quality

  • Systematically manage all the Sponsorship 2.0 products received from CESP field mobilizers from Horizon mobile and upload in sponsorship system ensuring its quality and timeliness.

  • Analyze and share reports on all child and community contents photos and videos productions timely to implementing partners and WVIN timely. 

  • Ensure sponsor visits are hosted as per the standard and requirement.  

  • Communicate and respond to queries related to 2.0 timely. 

  • Support in delivering updated sponsorship messages to implementing partners and communities. 

  • New growth entries: first level verification, Validation of CH forms with Birth Certificates.

  • Participation/Support/Benefits entries: Co-ordinate with Commcare entry focal person of District for similarity and uniform numbers in both Horizon and Commcare 

  • Report the issue/bugs/discrepancies in Horizon (Mobile/ Desktop) immediately to Data Analysts of Field office. 

  • Update the Horizon to latest version (Mobile/Desktop) and monitor and regulate the operation of Horizon Devices smoothly.

  • Maintain project database including relevant documents and reports.

Competencies:

A. Academic Qualification and Experience: 

  • Bachelor’s Degree in relevant discipline (social science/development studies or other related field) with at least two years’ experience in Development Sector

  • Bachelor’s Degree in relevant discipline (social science/development studies or other related field) with at least two years’ experience in Sponsorship (preferred)

    • Conduct periodic staff performance appraisals against the set performance objectives contributing to Project deliverables with proper performance management system in place

E. M&E & Networking 

  • Lead sponsorship monitoring activities and address the issues identified timely  

  • Support in SIP reflection, PQSR and AP Annual Community Review Planning processes

  • Good coordination and collaboration with FO/NO sponsorship, finance, SCM and courier for smooth and quick services

  • Management of internal and external relationships required in sponsorship operations that facilitates the satisfaction of children, families, communities and sponsors/donors

The current Constituent Assembly/Legislature Parliament and in the future the parliaments at all tiers of government are the most important institutions of representative democracy. Since 2008 UNDP has supported the Constituent Assembly/Legislature Parliament in its task of participatory constitution-building, mainly through the project Support to Participatory Constitution-Building (SPCBN) in Nepal. The SPCBN project will be replaced by/transformed into a more comprehensive Parliament support project.

The Parliament Support Project, will focus on strengthening the Constituent Assembly/Legislature Parliament of Nepal. The main counterpart is the Parliament Secretariat. The project aims at strengthening the institution parliament as such in its role as legislator, oversight body and representative of the people. In addition it will put two specific emphases: (1) It aims at strengthening parliament’s ability to pro-actively assume its role in respect to early recovery, full recovery and equitable regional development. (2) It will support CA/parliament in finalizing the constitution-making process and implementing the new constitution.

The Project Manager will report to and work under the technical guidance of the Portfolio Manager of Inclusive Economic Growth. The Project Manager will also work closely with Policy Advisor, Program Management Analyst of the Partnership and Results team, Gender Equality and Social Inclusion Advisor and the Communication team.

Duties and Responsibilities:

Effective and efficient management of the Parliament Support Project.

  • Ensure the implementation of all project components as described in the project document.
  • Ensure smooth transition of PSP’s approach.
  • Provide leadership to the implementation of PSP taking responsibility for the overall programme performance and delivery of outputs.
  • Provide support to Parliament to develop an appropriate policy and regulatory framework for the implementation of PSP
  • Provide adequate leadership, support and facilitations for the implementation of the project.
  • Analyze and identify any issue that requires attention by the UNDP and prepare succinct reports for discussion.
  • Apply principles of gender and social inclusion as the cross-cutting issue in every aspect of the project implementation and management.
  • Lead the project’s team and supervise the members of the team by taking leadership in all programme implementation, procurement, human resource, finance and administrative functions. Consult and coordinate with Team Leaders on content-related issues.
  • Ensure full compliance of operations with UN/UNDP rules, regulations and policies, implementation of operational strategies, establishment of management targets and monitoring of achievement of results
  • Take lead in preparing annual and quarterly work plans of the project, in consultation with the team leaders responsible for project components.
  • Monitor the day to day progress of the project based on these plans.
  • Regularly update the Risk Log, HR plan and Procurement Plan.
  • Prepare annual and quarterly progress reports as well as other reports for UNDP, donors, and other stakeholders, as per project requirements.
  • Based on the M & E framework in the project document, help develop and refine indicators for the effective implementation of the project.
  • Keep regular coordination with parliament secretariat to implement PSP activities in time.

Partnership Building and Resource Mobilization.

  • Development of partnerships with the UN Agencies, government institutions, bi-lateral and multi-lateral donors, private sector, civil society in the specific thematic areas based on strategic goals of UNDP, country needs and donors’ priorities. Support ongoing coordination efforts;
  • Supports sector-wide coordination and strategic planning efforts and partnership;
  • Contribute to the harnessing of effective partnerships and competitive selection of partners for the implementation of the project; Develop mechanisms and instruments for selection of appropriate government and civil society partners in the implementation of the project;
  • Oversee the mobilization of additional resources from development partners.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects activities, active contribution to the overall office effort in resource mobilization. Research the engagement with non-traditional donors to support the project.

Human Resource and Procurement Management

  • Maintain close contact with country office to ensure coordination on HR administration of staff as well other matters of concern.
  • With the support of the Operations Division of Country Office, oversee all the recruitment and procurement of the project as per approved Human resource and Procurement plans.
  • Use different contractual modalities and manage contracts.
  • Supervise the subcontractors to ensure the delivery of quality work.

Financial Management

  • Ensure effective and accurate financial resource management.
  • Prepare and consolidate the overall budget, monitor expenditures in accordance with UNDP financial rules and cost-recovery policies and implement adequate internal control.
  • Prepare budgets, budget forecasts, budget revisions and financial reports.
