Job Description



Reporting to: Team Leader

Job purpose: This position is responsible to:

Deputize the Team Leader (TL) as and when required, assist TL in overall project management;

Lead coordination with relevant governmental entities to facilitate intergovernmental collaboration and efficient public finance management with federal, provincial and local governments for project implementation;

Contribute strategic inputs on social and economic reintegration of returnee migrant workers, including technical assistance to the Government of Nepal and private sector engagement for sustainability and scalability of ReMi initiatives;

Manage partnerships with ReMi implementing partners, backstoppers and other consultants, including identifying needs, facilitating procurement of services and  follow up during implementation;

Contribute to the process of developing Yearly Plan of Operations (YPO), Outcome Monitoring Summary (OMS), effective monitoring and timely and quality periodic reports, in line with ReMi monitoring, evaluation and learning (MEL) plan;

Provide support and guidance to Project Ssupport Unit (PSU) team members working at all level, including leading capacity development measures.

Compliance to policies, rules/regulations, and guidelines

Adhere to relevant policies, procedures, regulations and guidelines of HELVETAS Swiss Intercooperation (Code of Conduct; NPR-Nepal; Finance Manual; Security Response Guide; Gender Equality and Social Inclusion Guide; Mobbing, Sexual Harassment & Abuse of Authority; Code of Conduct Against Corruption etc.) and other specific policies applicable for ReMi;

Ensure Conflict Sensitive Programme Management at all levels;

Ensure compliance of all the terms and conditions agreed between HELVETAS Swiss Intercooperation Nepal and the donor.

1. Deputize the Team Leader role

Deputize the Team Leader during his/her absence from the office and performs the duties of the Team Leader;

Contributes proactively to develop project’s strategic vision with specific regards to social and economic reintegration of returnee migrant workers, inter-governmental coordination and private sector engagement;

Supports coordination with project partners and stakeholders including Ministry of Labour Employment and Social Security (MoLESS), respective line ministries and 20 local governments in Madhesh and Koshi Provinces, donors, and implementing partners for project steering and implementation;

Contributes to ensure project visibility, in line with Helvetas and SDC visibility guidelines;

Represents ReMi in relevant events of donors, the Government of Nepal, cluster workshops, sharing forums, meetings and exchanges.;

2. Coordination, Partnerships Management & Representation

Lead coordination with relevant governmental entities to facilitate intergovernmental collaboration and efficient public finance management with federal, provincial and local governments for project implementation;

Manage partnerships with ReMi implementing partners, backstoppers and other consultants, including identifying needs, facilitating procurement of services and  follow up during implementation;

Actively network within the migration, reintegration, private sector engagement (i.e. business development, financial inclusion and TVET sector) in Nepal and internationally to identify areas for synergy, learning and collaboration;

Work closely with international and national expert in developing relevant procedure and guidelines, engage with policy makers in devising necessary changes; Support SDC in  related policy dialogue;

Maintain good communication, exchange and working relationship with key partners, donor and Country Office to keep them regularly informed about working progress;

Represent the project in the capacity of Deputy Team Leader in relevant seminars, meetings, workshops at different levels.

3. Overall Project Cycle Management: Project Planning, Implementation, Monitoring, Evaluation, Knowledge Management and Reporting

Assist Team Leader to ensure effective project cycle management to achieve expected outcomes and outputs as stipulated in the project document/s;

Contribute strategic inputs on social and economic reintegration of returnee migrant workers, including technical assistance to the Government of Nepal and private sector engagement for sustainability and scalability of ReMi initiatives;

Contribute to the process of developing Yearly Plan of Operation, Outcome monitoring Summary (OMS), timely and quality periodic reports;

Ensure adherence of good governance practices in planning, implementation and monitoring of project activities;

Support the team members and the partner organizations to accomplish project objectives and targets as stipulated in the project document and log frame;

Support in periodic evaluation of project activities as mentioned in the project document has been carried out;

Contribute in knowledge-management and in disseminating project experiences, both within and outside HELVETAS Swiss Intercooperation Nepal projects

4. Administration, Financial Management and HR management

Contribute in project’s finance and administration management as per HELVETAS Swiss Intercooperation Nepal’s and donor’s requirement;

Support Finance Manager to liaise with government on public finance management and ‘fund manager’ role of ReMi;

Support Team Leader in developing annual project budget, timely review, analyse and accommodate necessary revisions;

Support for quality and effectiveness of internal and external audits;

Contribute for a fair, inclusive and equitable working environment within the project;

Provide coaching and mentoring to project staff and other relevant personnel to strengthen their skills and job performance;

Lead capacity development measures of PSU team members working at all levels.

5.  Other Specific Responsibilities

Professionally discharge other tasks requested by the Team Leader

Be proactive in bringing innovation and taking new initiatives into the programme and the organization.

Job Requirements

A. Minimum Education Attainment: Master’s degree in social sciences, Economics, Development Cooperation or in any relevant discipline.

B. Minimum Professional Experience: Minimum 7 years of working experience in a project/ program with at least 3 years dedicated experience in managing program, human resources, finance, administration, and partner management. Having experience in governance, institution/system building, or private sector engagement project will be an added value. Commitment towards gender equality, social inclusion, and poverty reduction; and sensitivity towards migrant workers and their families.

C. Required Competencies:

Experience of working closely with three tiers of government in a federalized context, including providing technical assistance to local, province and federal government partners while facilitating policy advocacy and public finance management

Experience working in a complex multi-stakeholder project with institution and systems building objectives

Working experiences on private sector engagement and private sector development for employment and income, financial management and skills sector are preferred

Thematic experiences on migration, reintegration and social protection are an added value

Strong experience on project cycle management, including outcome/results based project implementation, monitoring and reporting

Strong social skills for collaboration with wide variety of stakeholders including three tiers of government agencies, national and international development partners, private sector and civil society

Strong networking skills, ability to link various actors and institutions

Strong communication, negotiation and facilitating skills

Excellent analytical, conceptual and programmatic competencies

Excellent reporting and writing skills

Strong motivator, a team player, mentor and a coach

Commitment towards gender equality, social inclusion, and poverty reduction

Fluency in English, both written and orally is essential

IT: Proficiency in using office application software
