Job Description
 
Job Title:  Hygiene & Sanitation Supervisor (Level-D)
Duty Station: Province Office, Sindhuli

Summary of position
 Hygiene & Sanitation Supervisor (HSS) should be responsible for carrying out the major roles as below: 

  • Responsible for detailed base line survey of water supply scheme, designing and preparing sanitation and hygiene activities including community mobilization. 

  • To ensure an effective implementation of sanitation and hygiene activities at WASH projects along with to monitor the progress as per sanitation and hygiene policy standard of NEWAH. 

  • To facilitate the capacity building training, workshop at local level along with capacity building activities as required

  • Assurance of the implementation of climate resilient water safety plan, water quality, sustainable sanitation, and hygiene behavior in all stage of NEWAH project cycle

  • Responsible for planning, budgeting, monitoring & reporting of NEWAH sanitation and hygiene programs of province level.

Specific Job Responsibilities/ Major Activities

  • Ensure compliance with relevant policies, procedures, rules, regulations, and guidelines of NEWAH (sanitation and hygiene standards and guidelines, Administrative, Financial, Procurement, Code of conduct, Gender equality and social inclusion, Child protection policy) and new approaches developed by NEWAH,

  • Planning, performing, and making to perform detailed baseline survey related to hygiene and sanitation including social survey of WASH projects,

  • Assuring and performing the Volume I report i.e., includes reports of pre-feasibility study and baseline survey and support to prepare Volume-II (design and cost estimation related to hygiene and sanitation).

  • Perform design based on findings and study from baseline, cost estimation sanitation components, to prepare budget of hygiene and sanitation activities,

  • Follow or create innovative ideas for the successful implementation and sustained behavior change of the community people.

  • Guide, supervise, support to SHSF/HSF for carrying out social, hygiene and sanitation activities.

  • Guide Senior Hygiene and Sanitation Facilitator (SHSF) and Hygiene and sanitation Facilitator (HSF) on baseline survey and social mobilization activities of WASH project,

  • Regular monitoring and supervision of the activities carried out by SHSF/HSF and support to make uniformity on project activities implementation.

  • Ensure the WASH activities are carried out following the GESI policies and monitoring the effectiveness of GESI approach.   

  • Coordinate the WASH officers for delivery and implementation of IEC materials to projects.

  • Design, monitor and evaluate the total sanitation program at project level.

  • Prepare and make SHSF/HSF the actions plan for declaration of clean and healthy community.

  • Assurance of construction of sanitation and hygiene related structures as per the plan and support to meet the outputs.

  • Perform the engagement of community level hygiene and sanitation committees’ members and their roles in total sanitation activities.

  • Ensure the effectiveness of climate resilient water safety plan by regular monitoring visits.

  • Coordinate with local government and other stakeholders at Palika level on hygiene and sanitation activities and support required from Palikas.

  • Initiate and support for planning the various WASH days celebration and prepare the summarized reports of each event.

  • To accomplish any other responsibilities outlined by the line Manager and Province Head.


Required Education, Experience, Skills, and Competencies

1. Education

  • Bachelor’s degree in public health, or education, or social science with minimum 3 years of specific experience in WASH Sector.

  • 10+2 with a minimum of Four years of specific experience in the WASH Sector.


2. Experience

  • Well experience on detailed baseline (social, hygiene and sanitation) survey, monitoring supervision, monitoring and implementation of hygiene and sanitation activities in rural areas.

  • Experience/familiar with clean and healthy community declaration process, hygiene and sanitation activities implementation, training delivery capacity and good experience and knowledge in the total sanitation activities.

  • Having capacity to deliver the WASH related training to community and in house training as required


3. Skills and Social Competences

  • Energetic and having passion for all kinds of water supply schemes and sanitation.

  • Understanding and experience of local mechanism and experience of hygiene and sanitation related community activities and structures.

  • Commitment towards gender equality and social inclusion.

  • Result oriented personality/maintaining deadlines.

  • Good interpersonal, intercultural competencies.

  • Fluency in Nepali, English, and local languages, both written and oral.

  • Computer skills in Microsoft excel, Word, power point.

  • Good analytical and report writing skills.

  • Good facilitation and social mobilization skills.


4. Duty Station and field visits 
    Based in the Province office, Sindhuli at least 60 to 70% field visits.
