 POSITION TITLE: Grants Officer

LOCATION: Kathmandu, Nepal

UNIT: Agriculture, Resilience & Water

REPORTS TO: Sr. Partnerships and Grants Manager

Feed the Future Nepal USAID Agricultural Inputs (USAID Agricultural Inputs) is a new five-year USAID-funded Feed the Future (FTF) Activity in Nepal. The aim of USAID Agricultural Inputs is to increase the availability, accessibility, and use of agricultural inputs and technology to improve Nepal’s agricultural productivity. The Activity is implemented by Winrock International in collaboration with five organizations: Center for Environmental and Agricultural Policy, Research, Extension and Development (CEAPRED), MarketShare Associates (MSA), Pathway Technology, Fertilizer Association Nepal (FAN), and Vikara Institute.

USAID Agricultural Inputs will enable lead firms, agrovets, input suppliers, local machinery service providers, and Government of Nepal (GON) change agents and farmers to increase productivity, input supply chain efficiency, market system competitiveness, and strengthen the enabling environment in a way that equitably addresses the needs of women, youth, and members of marginalized groups. USAID Agricultural Inputs will benefit 200,000 farmers in the FTF zone of influence. 

POSITION DESCRIPTION:

The Grants Officer will be responsible for providing support to the following key activities: grant award process, review financial reports from sub-grantees, update subgrant tracking system, conduct financial orientations for subgrantees, process grant award modifications, support grants related procurement, and process timely payments as per the sub-agreements. S/he will be working under the guidance of the Sr. Partnerships and Grants Manager and in close cooperation with the field-based grants team and technical team. The Grants Officer will be responsible for following activities:

ESSENTIAL RESPONSIBILITIES: 

  • Support Sr. Partnerships and Grants Manager with grant award process, grants management, financial management, and close out of grants.

  • Support regional Grants, Accounts and MEL Associate with grant administration – ensuring financial reports submitted by grantees are compliant and adhere to accounting standards and government policy.

  • Prepare cashflow forecast for payments to the grantees. 

  • Ensure that all the financial reports and supporting documents are submitted and payments are processed in a timely manner. 

  • Review financial reports, supporting documents, and ensure that the submitted documents are in line with the grant reporting procedures.

  • Assess technical/budget revision request from grantee and prepare necessary documents for award modification. Ensure that all grants information is readily available for internal and external audits and any other purposes.

  • Support finance team to track funds disbursement, bank deposits and acknowledgement of receipts from the sub-grantees.

  • Visit grantee organizations to assess institutional capacity to manage grants, review financial management system and assist with financial management related orientations.

  • Participate in and contribute to project Gender Equality and Social Inclusion (GESI) and Diversity, Equity, Inclusion and Accessibility (DEIA) initiatives.

  • Ensure a safe and equitable workplace, create opportunities, and offer support for women, and those from disadvantaged groups.

  • Carry out any other assignments as assigned.

QUALIFICATIONS AND REQUIREMENTS:

Education: Bachelor’s degree in business studies/business administration.

Experience: 

  • A minimum of 2 years of work experience in grants management.

  • Prior experience in grants management for donor funded development programs.

  • Fully computer literate in MS Office including Word, Excel, and Power Point.

  • Knowledge of accounting software preferred.

  • Person with high integrity, and commitment to organizational values and principles.

  • Knowledge of VAT / TAX rules of GON.

Language: High level of English and of Nepali is required.
